i worked at wantagh park for 4 summers and one year we had a guy like this. he would just dance all by himself exactly like this guy. he had no music and no dancing abilities but he just did it for like 20 min stretches.
my boss made me approach him to get him to stop dancing.
i came up to him and was like sir can i get you to stop?
he told me hes a lawyer and he knows his rights. then stopped dancing and walked to his BMW and drove away, i never saw him again.
